On receipt of online request for completion, common site visit of all concerned department will be arranged through system generated date and communication of the same will be made by email /SMS. The completion certificate is granted within 7 working days of application.

The key activities of the department are:

  1. To give permission to new building construction / redevelopment as per provision of Development Control Regulation.
  2. To give permission to addition/alteration proposed in the existing authorized building.
  3. To give approval for change of user as per provision of DCR.
  4. To give approvals for additional FSI eligible under various clauses of DCR 33.
  5. To give approval for the utilization of TDR as per provision of DCR.
  6. To give development permission for the reserved / designated lands as per provision of DCR.
  7. To give permission for change of Zone.
  8. To grant repair permission for structural repairs of the building.

The entire process of granting development permission is now online. The plan is scrutinized through the AutoDCR software. Online application for development permission is to be made through appointed registered Architect/Licensed Surveyor‘s console on BMC portal www.autodcr.mcgm.gov.in

Required Document are varied from case to case depending upon the type of permission sought as listed in answer to Q. No1. The detailed list of documents to be accompanied with application is available in online application form. Some of the Mandatory documents are as follows:-

  • Notice u/s 302/337/342 of MMC Act. & Notice u/s 44/69 of MRTP act 1966.
  • Ownership title document.
  • Property Registered card(Area in words) issued by competent authority not earlier than 1 year from date of online submission.
  • In case a plot is to be developed by deriving a “right of way” a registered agreement from the concerned owner.
  • In case of Govt. / BMC land, NOC from Collector / Concerned authority of the Govt / Estate dept of BMC
  • NOC from MHADA in case of redevelopment of building under 33(6), 33(7), 33(9),33(5)& for structural repairs of Cessed building.

Along with application, scrutiny fees is to be paid online at the following link (http://autodcr.mcgm.gov.in/AutoDCR.Payments/pay2.aspx) and all other fees /premiums / Development Charges etc. shall be paid as per the demand note generated at various stages of construction (I.e.   • For obtaining Building permission applicant needs to apply online alongwith all requisite documents and PreDCR drawings of proposed work through appointed Architect/ Licensed Surveyor on BMC portal

  • For the list of documents to be submitted with application please refer to EODB (Ease of Doing Business) manual issued on 29/12/2015 available on BMC website.
  • After uploading the drawings and essential documents, on payment of scrutiny fees online the file/application will be accepted online by BMC.
  • The concerned officer at the zonal building proposal office will scrutinize the proposal and essential documents as per procedure. Uploaded PreDCR drawings will run through AutoDCR software for the verification of consumed FSI in the proposal and to check if the various parameters of the proposed building are in consonance with the provisions of DCR and policies in force.
  • The building proposal office will submit the file to the competent authority online for approval of required concessions. On receipt of approval to the concessions, the IOD will be given at Zonal EE(BP) within 7 working days.

Intimation of Disapproval i.e. IOD is granted as per the provisions of Section 346 of MMC Act 1888. The IOD includes various conditions to be complied before requesting for further approvals. It is valid for one year and it can be revalidated up to 3 consecutive years provided there is no change in DCR provisions/policy and no material change/planning change as envisaged in section 48 of MR&TP Act 1966. If there is any change in DCR provisions/ policy OR material change / planning change, a fresh permission is required.

After online submission of compliance of the conditions of IOD, the Commencement Certificate (CC) will be issued online to start the work up to the plinth level. After completion of plinth a site inspection will be conducted to verify the plinth construction is in accordance with the approved plans. Thereafter the Further Commencement Certificate (FCC) will be granted on submission of compliance of Further CC conditions and payment as per demand note for Further CC Stage. After completion of building the applicant shall submit the Building completion certificate (BCC) and request online for a Joint Site Inspection through ‘Common Completion Request Form’ along with compliance of OC/BCC conditions as per Standard Operating Procedures. Thereafter the Occupancy Certificate/BCC is granted.

  1. There is no need to apply separately for NOCs for the required internal departments of BMC as the same can be availed automatically through the Common Application Form (CAF) of the Single Window Clearance System.
  2. Some external government bodies are also linked to the CAF for availing online remarks/NOCs automatically.
  3. Mandatory NOCs required such MHADA NOC for proposal under DCR 33(6) in case of Cessed buildings, 33(5) / 33(7) and 33(9) or for repairs of Cessed Building or NOC from Collector if land belongs to State Govt. Same are needed to be obtained before before applying through CAF.

Airports Authority of India, National Monuments Authority, Collector office, City Survey Office

There is no need to apply separately to get these NOCs. The submitted data will be communicated to the concerned department by the system as per the input data filled in Common Application Form by Architect/LS and response will be received in console.

The DP remarks can be obtained online by payment of stipulated charges online on BMC website.

Tenantable repair refers to a repair which will render a premise fit for habitation. There is NO necessity to apply for enlisted tenantable repairs mentioned in the Clause 342-B of MMC Act-1888.
Tenantable repairs in the said section shall mean only:

  1. Plastering, painting, pointing.
  2. Changing floor tiles.
  3. Repairing W.C., bath or washing places.
  4. Repairing or replacing drainage pipes, taps, manholes and other fittings
  5. Repairing or replacing sanitary water plumbing, or electrical fitting and
  6. Replacement of roof with the same material but,shall not include
    1. change in horizontal and vertical existing dimensions of the structure.
    2. replacement or removal of any structural members of load bearing walls.
    3. lowering of plinth, foundations or floors.
    4. addition or extension of mezzanine floor or loft, and
    5. flattening of roof or repairing roof with different material.
    However for guniting/structural repairs a regular proposal shall be submitted.

As per qualifications criteria mentioned in the circular, an applicant needs to apply to the Dy.Ch.E.(BP)City’s office. The applications are scrutinized and eligible candidates are invited for interviews. Depending upon the result of the interview and payment of prescribed fees, the license is issued to the qualified and eligible candidate. (This licensing process will soon be available online).

The building constructed to be regularised shall be approvable in nature. On receipt of the online application through CAF, along with requisite documents viz. notice under section 44/69 of MR&TP act and 337/342 of MMC Act request for regularization with valid reasons for executing the work without approval/beyond approval/CC , the regularization proposal will be processed and penalty as prescribed in the circular under number CHE/2052/DP/Gen dated 04/02/2011 or prevailing circular at the time of regularization will be imposed depending upon the category & type of the regularization.

On Submission of online application through CAF by Architect/LS, the IOD is issued within 29.5 working days. On Submission of compliance of Plinth CC Conditions online by Architect/LS, the Plinth CC is issued in 3 working days.

On submission of OC/BCC application by Architect/LS, Part/Full- OCC/BCC is granted within 7 working days. Subject to submission of all the required documents and execution of work as per approval.

Yes, in order to ease out the processes, BMC has already started issuance of OC and BCC simultaneously.

As per policy Circular issued vide No.CHE/DP/15755/GEN dated 06.9.2017 such facility of payment in instalments is allowed for various premiums stipulated in the said circular. click here

The common reasons observed for rejection of applications are as follows:-

  1. All mandatory documents mentioned in Common Application Form are not uploaded and saved.
  2. The plans submitted are not in conformity with the provisions of DC Regulations 1991 and not in consonance with SRDP-1991.
  3. The mandatory NOCs such as MHADA NOC wherever applicable, Landowners NOC such as Estate NOC, Collector’s NOC etc. are not uploaded along with online application.

Online Mode:
  1. Go to https://autodcr.mcgm.gov.in home page.
  2. Click on “Online Payment - For Architect and Developers“.
  3. Online Payment page will be open, select file no /Challan No to pay.
  4. Enter “Enter File/Challan No” and click on Go Button.
  5. System will display the details like architect name, owner name, case type etc. confirm the details.
  6. Click on pay button, you will redirect to payment gateway page.
  7. After successful payment done on payment gateway page system will generate the receipt.
  8. Take printout / save the receipt pdf for further procedure.
Offline Mode:

Applicant / Architect / L.S. / Owner can pay fees against demand note generated by BMC at Citizen facility center in his/her ward /zone office by cash, cheque or demand Draft. On successful payment CFC officer/Clerk will issue the receipt.

After getting receipt from Citizen facility center, Applicant have to go to respective ward office and show the receipt generated from Citizen Facility center.

Applicant can update their offline payment from respective dept’s officer console such as SE from BP dept & NOC’s officer dept.

You can add / Generate Amended conditions in Amend project, steps are given below

  1. Open commencement Application from draft column of dashboard.
  2. Open application summary tab then click on Generate Amend Conditions.
  3. Drag and Drop the conditions from left side to right side on Add Condition window.
  4. Click on save button after Generation of Amended conditions.

Follow below steps

  1. Search and select the Application from dashboard.
  2. Open application summary tab then click on Add/ View Applications to add “Amended/ IOD Conditions” option.
  3. Select last Amended Application No and click on add conditions icon.
  4. Drag and Drop the conditions from left side to right side on Add Condition window.
  5. Click on save button after Generation of Amended conditions.

Follow below steps to apply for Revised IOD

  1. Login with architect’s User Id and Password.
  2. Click on Approved or Verified count in front of IOD on dashboard.
  3. Search and select the application.
  4. System will Display Application Screen click on “Generate IOD Conditions” button.
  5. Add Required Conditions by Dragging from left windows to Right Windowon Add Conditions window.
  6. After addition of Conditions system will show the conditions in right side.
  7. Click on save Button.
  8. Fill all the required detail before submitting application and click on “Submit Application” Button.

Follow below steps to apply for Completion certificate for 342 proposals

  1. Login with architect’s User Id and Password.
  2. Click Application button.
  3. Click on create application button.
  4. Select “Who is planning authority for the project?” as BMC(BP).
  5. Select 342 Project.
  6. Select the Permission type as “Occupancy/Building Completion.
  7. Click on Create Application.
  8. Fill the required information and Submit Application.

After approval of various concessions involved in the proposal online from competent authority, IOD is issued as per the EODB. After online submission of compliance of the conditions of IOD at the stage of plinth CC, Commencement Certificate will be issued online to start the work upto plinth. After completion of plinth the joint site inspection of plinth shall be submitted online. Thereafter the further Commencement Certificate will be granted on submission of compliance of Further CC conditions and payment as per Demand note for further CC Stage. After completion of building the applicant shall submit the Building completion certificate (BCC) and request for joint site inspection along with compliance of OCC/BCC conditions as per SOP. Thereafter the Occupancy Certificate/ BCC is granted.

  1. As far as various department of BMC are concerned there is no need to apply separately to individual department to obtain inter departmental NOCs as same can be obtained through single window system.
  2. Apart from BMC departments, some external government bodies are also linked to get online remarks/NOCs through online Building Permission request application viz. Civil Aviation NOC, National Monument NOC etc.

D.P. Remarks are the true extract of Sanctioned Revised Development Plan 1991providing details of land use zoning and planning proposals including restrictions viz. CRZ, Heritage, Railway buffer etc.

TDR is a certificate issued in lieu of handing over of reserved lands as per provisions of DCR, which can be utilised elsewhere, whereby financial burden of acquisition on ULB is reduced.

Plot of land reserved for public purpose, where land owner has an option of handing over the part of land and/or developed amenity to BMC, for the intended public purpose and develop the balance land with permissible Development Right (DR) for the entire plot.

  1. If Amendments are of a minor nature without change of open spaces (Reduction of open spaces by maintaining minimum requirements as per DCR), floor of refuge, exits, travel distance.
  2. Change in height of building in the range of 24 to 45 mtrs; and change of height of building in the range of 45 to 70 mtrs.
  3. For change in elevation features as per circular No Ch. Eng .D.P. 30449 / Gen. dated 03/01/2017.

For above said amendments, CFO NOC shall be obtained at the time of issuing NOC for occupation.

Where the proposal is for construction of Warehouse below 900 sq. mtrs. plot area ( 1400 sq.mtrs. built up area) compliance of the codified Fire safety requirements shall be self certified by the architect/owner/occupant & N.O.C. from C.F.O.’s department for construction is not necessary.

The scrutiny fees is based on the rates in the BMC’s schedule which is calculated as per the height of the building and the Gross Built up area as certified by Architect. It shall be paid as per the amount mentioned in the Auto generated Demand note. There are two types of payment modes:

It is the Certificate issued by the Licensed Agency Regarding the compliance of Fire Prevention and Life Safety Measures

It is the Six Monthly Certificate issued every January and July By the owner or the occupier of the building for compliance of Fire Prevention and Life Safety Measures.

Street Lights are provided and maintained by BMC on Municipal Street. Providing of new street Light or for the shifting of existing Street Lights, the cost is recovered from Project proponent hence these remarks are necessary.

Parking layout remarks are for the management of vehicles from maneuvering point of view without any obstruction and as per the provisions of Development Control Regulation 1991(DCR 1991).

R.L Remarks are obtained offline. Street light remarks are generated automatically and traffic parking layout are scrutinized automatically in AutoDCR portal.

  1. Architect/Owner/Applicant can apply for R.L Remarks.
  2. Architect/License surveyor can obtain auto generated street light remarks in AutoDCR portal or Consultant can issue Street light remarks.
  3. Traffic parking layout is scrutinized automatically in AutoDCR modules or Consultant can issue parking layout remark.

When the plot under development is affected by Municipal /DP road/TP road then the Pro Rata charges towards installation of street light poles shall be applicable. Pro Rata charges are automatically calculated in remarks based on the information filled by architects. Pro Rata charges table per street light pole according to the width of Municipal/DP/TP road is available in auto generated remarks application module.

It is not necessary to pay pro rata charges towards installation of street light poles on internal /Access /Layout road or for right of way proposed within the plot under development.
However it is necessary to install street light poles on such roads as per auto generated street light remarks before occupation certificate or layout completion certificate.

Site inspection by BMC staff is not necessary for installation of street light poles on internal /Access /Layout road or right of way proposed within the plot under development.
Self certification from the Consultant regarding installation of required numbers of street light poles on internal /Access /Layout road and right of way proposed within plot under development and Completion certificate from License Electrical contractor is required to be submitted to Building proposal department before obtaining occupation certificate or layout completion certificate.

For any new development / redevelopment on any plot, assessment of water requirement is essential. To satisfy this water requirement, HE’s NOC/Remarks are necessary which are issued based on availability of water supply network in vicinity.

HE’s NOC / Remarks can be obtained either through consultant or from BMC’s AutoDCR portal.

Owner/Developer/Licensed Plumber can apply for HE’s NOC / Remarks through console of Architect/License Surveyor.

After filling Common Application Form (CAF) and paying necessary scrutiny fee the remarks can be obtained instantly.

Generally demand for residential building is worked out at 135 lpcd by considering 5 persons per flat. The City water supply infrastructure was designed on certain assumptions envisaging gravity of water supply from Master Balancing Reservoir (MBR) to Service Reservoirs (SR) and from SR to respective water supply zones. These reservoirs are located on hill tops visualizing developments on lower levels governed by gravity. Hence, localities / developments which are at higher elevation are required to be provided with system of Auxiliary Suction tank – pumping facility.

Hydro-pneumatic distribution is mandatory in cases where overhead water tank is not provided or where sufficient head (1.2M from top of terrace to bottom of OHT) is not available due to any reason. It’s a deliberate choice as in some cases it saves power, provides higher pressures and a terrace without tanks and maze of pipes.

Mumbai is having a maze of under-ground water supply tunnels. Any random and inadvertent boring / drilling activity could damage the water supply tunnels and hamper the water supply to large area for quite long time. Therefore, BMC has demarcated 200mt from center line of water supply tunnel on either side as a Tunnel Safety Band. As a precautionary measure, boreholes / deep foundation by way of drilling / blasting is prohibited in Tunnel Safety Band. Existing bore-wells in Tunnel Safety Band are also not permitted to be deepened.

Trunk water mains (1200 mm diameter and above pipelines) feed to the entire city carrying water at high pressure and are also charged continuously. In the event of a burst / sudden breakdown, there is a likelihood of loss of life and property adjoining to these trunk mains. To avoid such situations and make them accessible for regular maintenance and repairs, 10mt distance is require from face of the building up to trunk mains.

If plot is abutting a D.P. road and has no water main or size of water main is less than 150 mm diameter, Pro Rata charges are applicable.

At present in general 5 types of water connections are being granted by the H.E. Department:

  1. Drinking Water connection for Labour purpose
  2. Water connection for Construction purpose
  3. Regular/ Permanent water connection
  4. Water connection granted on Humanitarian Grounds
  5. Other water connections granted for miscellaneous purposes
  1. Application: Facility for online submission of application for water connections is made through CAF along with online payment of scrutiny fee.
  2. Online scrutiny of application & approval by the competent authority: The proposal is scrutinized online and approved as per powers delegated.
  3. After approval by the competent authority, Permission Form (P-Form) is issued to the applicant online along with terms and conditions to be complied with before releasing of water connection. P form automatically generates the required payment for the applicant.
  4. On completion of the terms and conditions as mentioned in Permission Form (P-Form) and obtaining valid Road Permit, water connection will be released by the maintenance section of Asst. Engineer Water Works on site.
  5. Above process takes 15 days.

Remarks from Sewerage Project are necessary for assessment of quantity of sewage generated from the proposed project and verifying if the existing network can carry the load or requires augmentation.

The applicant has to apply through Common Application Form of AutoDCR portal of BMC for obtaining the remarks of Sewerage Project department. Separate application is not required for the same.

  1. Street connection remark.
  2. Septic tank and up flow filter remark.
  3. Overflow of STP remark.
  4. Laying of sewer line on internal road as well as on Municipal /D.P road remark and
  5. Drainage Completion Certificate.
As per prevailing circular of SP department, the scrutiny fee is calculated as under with effect from 01.04.2018 = total plot area X Rs.5.80/sq.mt (minimum fee is Rs. 3340/-) The rate per sq.mt is enhanced by about 10% during every financial year

  1. For internal drainage layout of the building, completion certificate is not required to be obtained from Sewerage Project department. The same can be issued by consultant.
  2. In case of new street connection, overflow of STP and Septic tank & Overflow filter, Drainage Completion certificate is issued by Sewerage Project department on receipt of Completion certificate from L.P/Plumbing consultant as required under Drainage Bye Law section 259A, Sub-section 3, and after joint site inspection of actual work.

Minimum diameter of street connection is 150 mm S. W. pipe and minimum diameter required of sewer line is 230 mm. S.W. pipe.

The common mistakes done by applicants are as follows:-

  1. Most of the applicants are applying for internal drainage remarks/approval. However, under EODB the internal drainage remarks / approval are not issued by Sewerage Project Department. This department only issues remarks as mention above.
  2. The document related to Licensed Plumber/Plumbing consultant are not uploaded. The Sewerage remarks are issued only to Licensed Plumber/Plumbing consultant. Hence, document related to Licensed Plumber/Plumbing consultant needs to be uploaded.
  3. In case of Remarks regarding Street connection and Overflow of STP to existing Municipal sewer, it is to mention that:
    1. The said remarks are system generated. Hence, the data itself has to be entered by the applicant; if the data entered by the applicant is incorrect application will not be processed.
    2. The drainage layout plan / L-section of Street connection are mandatory, if the same is not uploaded the application will not be processed.
  4. In cases other than Street connection and Overflow of STP remark, the common mistake observed as follow:
    1. All mandatory documents regards to S.P department are not uploaded in tab of Sewerage.
    2. Uploading demand note of prorata charges as Sewerage Remarks, same is incorrect.
  5. Uploading internal drainage plan as Drainage layout plan, same is incorrect. This department only deals with sewer street connection from property to BMC network. Hence, upload Drainage layout plan showing discharge of sewage from sewer trap inside the property to BMC network/Manhole.

The Sewerage project department issues remark for Street connection, Construction of Septic tank , Overflow of STP to existing Municipal Sewer and laying of sewer line on BMC/D.P/internal road.
As per EODB following documents are not required to be submitted:-

  1. In case of Street connection and Overflow of STP to existing Municipal sewer remarks:
    The remark itself is system generated. Hence, following document are not required to be uploaded:
    1. D.P remarks
    2. I.O.D copy

As per I.O.D/I.O.A condition prior to Commencement Certificate ‘that the requirement of bye law 4c will not be complied with before starting the drainage work and in case Municipal sewer is not laid, the drainage work will not be carried on as per the requirement of Executive Engineer (S.P) planning and completion certificate from him will not be submitted’ .

As per circular issued u/no. ChE/SP/ 2037/P&D of 16/6/2017 Rs.7800.00 per meter towards reinstatement charges and Rs. 950.00 per meter towards supervision charges shall be paid at concerned administrative ward offices. The cost of the drainage connection shall be borne by the applicant. These rates will be revised whenever the schedule of rates are revised.

The qualifications are finalized and licenses are issued by Hydraulic Engineer Department of BMC. Hence, one may approach the said department for further needful.

Drainage Completion certificate is issued by Sewerage Project department on receipt of Completion certificate from L.P/Plumbing consultant as required under Drainage Bye Law section 259A, Sub-section 3, and there after joint site inspection of actual work.

Minimum diameter of street connection is 150 mm and minimum diameter of sewer line is 230 mm.

Sewerage remarks for Septic tank and upflow filter will be issued by Sewerage Project department.

The SWD remarks are necessary as the rainwater falling in the premises needs to be properly collected and disposed off into Municipal Storm Water Drain system to avoid waterlogging.

The remarks can be obtained by the Architects /Licensed Surveyor either from BMC Registered Consultants or BMC auto generated remarks in AutoDCR portal.

The Architect / Licensed Surveyor can apply for auto generated SWD remarks through auto DCR system.

The qualification criteria of consultant for SWD remarks is mentioned in the circular of Ease of Doing Business dtd. 29.12.2015 at Sr. No. 4 of Table 1 (http://portal.mcgm.gov.in/irj/go/km/docs/documents/EODB/Construction%20Permit/Related%20Circulars/Manual%20of%20EODB-Building%20permission_29.12.2015.pdf) and same is also available on BMC Portal.

The guidelines are issued under circular no. Dy.Ch.E./SWD/364/Dir/P.C. dtd. 29.12.2016 (http://portal.mcgm.gov.in/irj/portal/anonymous/qlEDBCP ) and same is also available on BMC Portal.

  1. Planning Cell remarks for major nalla if applicable.
  2. Status of road if applicable.
  3. Proposed plan of development showing Basement / Podium if any.

Remarks from office of Dy.Ch.E. (SWD) P.C. needs to be obtained for plots affected by any natural water course / major nalla / rivers.

If the plot is affected by Mithi river then remarks from office of Dy.Ch.E.(SWD) Eastern Suburbs needs to be obtained.

The Architects /Licensed Surveyor has to apply to concerned A.E.(SWM) of Ward for street connection and Completion thereof.

Following document shall be uploaded.

  1. Completion certificate from Architect / L.S. and L.P in format of appendix –II along with SWD completion plan. (Mandatory document)
  2. Structural Engineer’s stability certificate, carriage way entrance and culverts (if applicable).
  3. Dewatering system certificate provided in basement/parking pits etc.
  4. Nalla completion certificate (if applicable).
  5. Street connection completion form concerned ward (if applicable).
  6. SWD work completion certificate in setback portion (if applicable).
  7. Consultant site visit report ( Mandatory document, only if SWD remarks are taken from Municipal registered consultants)
  1. In case, the remarks are taken from municipal registered consultants then Joint site visit from BMC staff is not necessary. In this case consultant has to upload site inspection report for generation of Auto completion certificate.
  2. In case of the remarks being obtained from auto generated application of BMC under SWCS , the completion certificate will be issued by the BMC after the joint site visit of BMC staff as per EODB.

For better performance 16 Mbps internet speed is required for uploading the document and generation of auto generated SWD remarks.

Any generator of the C & D Waste has to transport this waste to unloading site as specified in the C & D Waste Management Rules, 2016. Therefore, it is essential to obtain 'approval to C & D Waste Management plan for such activity. Moreover, as per Hon’ble Supreme Courts Order in SLP (Civil) 23078/2017 dtd. 15.3.2018, It is mandatory for the Developer to transport and unload the C & D Waste as per directives issued by Hon. Supreme Court.

Any developer, Architect or Any other Agency who is generator of C & D waste can apply for “C & D Waste Management Plan” who are required to transport the C & D waste generated within the premises / site of work to designated unloading site where levelling and filling work is in progress.

It is an Approval given to the applicant who is generator of C & D waste for transport of C & D Waste from construction site to unloading site.

Any developer / architect or any other Agency can apply for C & D “Waste Management Plan” approval after submitting the required information on line on the BMC website. https://autodcr.mcgm.gov.in/

The Construction and Demolition waste means the waste comprising of building materials debris and rubble resulting from construction, remodelling, repair and demolition of any civil structure.

Demolition Waste is Waste Material or debris generated from the demolition of building or any other civil structure in part or full.

  1. Permission from owner of unloading site, it's time period and quantity allowed and /or
  2. Permission for excavation for collector in case only transportation of excavated material is proposed.
  3. Bank guarantee as per Hon’ble Supreme Court orders in SLP (Civil) 23078/2017 dtd. 15.3.2018 and as per circular issued u/no. Ch.Eng./ D.P./ Gen. dtd. 06.04.2018.

Driver of the transport vehicle must carry the copy of approval of C & D waste management plan(WMP).

Apply in writing for any new unloading site registration to the Chief Engineer (Solid Waste Management)as mentioned in the Circular (Click here to view) shall approve the site on receipt of report from his /her staff.

After inspection of site and verification of documents listed in the Circular (Click here to view)and on its acceptance, by SWM Department of BMC shall upload the designated site as approved site for unloading C & D waste.

After receipt of approval to new site as unloading site after its incorporation in the system. One can get online approval to WMP to transport the C & D waste material to newly approved designated unloading site.

If the generation of C and D waste is less or equal to 20 MT for that project, then the Applicant should avail the facility of BMC’s “Debris on Call” System available at every ward level.

“Debris on Call” means, If the generation of C and D waste is less or equal to 20 MT for that project, then the Applicant should approach the ward office and pay the requisite charges at CFC and that C and D waste will be transported by BMC.
